
Indosat Ooredoo Hutchison, Indonesia Technology Alliance (ITA), and Tsinghua University have signed an MoU to set up an AI Application Cooperation Center in Indonesia.
The agreement, signed at Tsinghua University during the 2025 China-ASEAN AI Ministerial Roundtable, aims to make Indonesia a leader in artificial intelligence (AI) in the region.
The new center will bring together the strengths of three key partners. Tsinghua University will contribute its expertise in applied technologies while the Indonesia Technology Alliance (ITA) will focus on accelerating the country’s digital ecosystem. Indosat as Indonesia’s leading digital telco, and home to the nation’s first sovereign AI factory will play a central role in driving this initiative forward. Together they aim to establish a robust foundation for Indonesia’s AI ecosystem and its future digital development.
The center will focus on applying AI in key areas that are vital to Indonesia’s growth, including education, healthcare and agriculture with a strong emphasis on food security. By targeting these sectors the initiative aims to improve learning outcomes, enhance medical services and strengthen agricultural productivity to ensure long-term sustainability.
It will also help develop Indonesian talent, create AI solutions suited for local needs, and connect global expertise with Indonesia’s digital goals. The center is expected to be ready early next year.
This initiative supports Indonesia’s Golden Indonesia 2045 vision, where AI will play a key role in improving productivity, public services, and innovation-led growth.
Looking ahead, this collaboration may also lead to a larger strategic partnership between China’s National Development and Reform Commission (NDRC) and Indonesia’s Ministry of Communications and Digital Affairs (MoCDA) to strengthen AI development in both countries.

Indosat said its role in the project is very important. With one of the biggest mobile customer bases and wide network coverage across the country, the company can turn AI ideas from research into real solutions for everyday life. It plans to use AI to improve access to healthcare, education, and agriculture, while also helping train the next generation of local AI talent. In this way, Indosat will connect global research with the everyday needs of people in Indonesia.

Zhang Bo, Dean of the Institute for Artificial Intelligence at Tsinghua University, also emphasized the university’s longstanding leadership in AI research.
“Tsinghua University began exploring artificial intelligence in 1978 and is among the pioneers of AI research in China,” he stated.
He highlighted the wide-ranging applications of AI in education, healthcare, transportation, and finance, stressing its role in advancing educational equity and enabling a more balanced distribution of medical resources.
“This collaboration with Indonesia will further deepen exchanges and technical cooperation between our two countries in the field of artificial intelligence,” he added.
