Malaysia’s state-owned company Petronas, through Malaysia Petroleum Management (MPM), has strengthened its long-time partnership with the Sabah state government by signing important agreements to support sustainable energy growth.
Petronas said in a statement last Friday that these milestones reflect a shared commitment to advancing Sabah’s energy landscape through collaborative, sustainable, and value-driven development.
“These achievements reaffirm our enduring partnership with the State of Sabah, built on mutual trust and a shared vision to responsibly unlock the full potential of the state’s energy resources,
“Together, we will continue accelerating sustainable development, strengthening energy security and creating long-term value that will benefit both Sabah and the nation,” said MPM Senior Vice President Bacho Pilong.
Petronas, through its 2021 agreement with the Sabah state government, has set a clear plan to support the state’s growing need for gas while also helping its industries grow in a sustainable way.

One major step forward is the signing of a Technical Evaluation Agreement (TEA) for the Layang-Layang Basin, located off the coast of Sabah. This area covers about 44,500 square kilometers. The agreement, signed with ConocoPhillips and PERTAMINA, will allow detailed studies of the area’s underground geology and help identify new exploration opportunities.
Petronas also signed a Memorandum of Understanding (MoU) with Dialog Resources to develop the Mutiara Cluster, a group of small gas fields off Sabah’s East Coast. Dialog won the rights to develop this project in June 2024 and plans to utilize existing equipment and experience to deliver gas more efficiently and cost-effectively.
To boost future oil and gas production in Malaysia, Petronas is also investing in new seismic data collection programs, particularly around Sabah’s East Coast, to understand the area’s potential better and support faster exploration.
The firm also said it remains steadfast in its commitment to ensuring a sustainable and resilient energy supply for Malaysia.
Petronas noted that Malaysia Petroleum Management (MPM) continues to play a crucial role in overseeing the country’s petroleum resources and guiding upstream oil and gas activities throughout Malaysia.
