Qatar’s Prime Minister and Minister of Foreign Affairs marks one year of QIA’s Fund of Funds program at Web Summit Qatar

In his opening address at Web Summit Qatar, 2025, HE the Prime Minister and Minister of Foreign Affairs announced that QIA had fulfilled its commitment to set up the USD 1 billion Fund of Funds program and had so far selected “six leading global investment entities to deploy capital internationally, regionally, and locally”.

His Excellency added, “Each of them will open offices or their regional headquarters in Qatar, so that all of the MENA region can benefit from their expertise and investments. These entities represent distinct and relevant sectors crucial to our ecosystem, from digital health technologies and fintech to clean energy solutions, AI and manufacturing—ensuring we build depth and excellence across our innovation landscape”. Today, QIA announced investments in B Cap​ital, a tech-focused multi-stage investor, and Deerfield​, a healthcare-focused investment company, as part of the program. Both firms are set to open their regional headquarters in Doha in 2025.

B Capital and Deerfield join Qatar’s first independent venture capital firm, Rasmal Ventures, along with UTOPIA, Builders VC​, and Human Capital​ as the first investment firms to participate in ​QIA’s Fund of Funds program.

In February 2024, QIA committed to invest USD 1 billion as part of the Fund of Funds program. QIA has made significant progress in allocating funds towards the original USD 1 billion commitment.

The program will enable startups and entrepreneurs in the region to have access to capital they need to flourish, bring VC talent to Doha, and strengthen the local ecosystem in partnership with other government and private sector entities.

Mohammed Saif Al-Sowaidi, CEO of QIA, said: “QIA launched the Fund of Funds program to achieve positive financial results while building bridges between start-ups in Qatar and the broader region, and the global VC ecosystem. About QIA’s Fund of Funds Program

The Fund of Funds program aims to develop a strong start-up and venture capital ecosystem in Qatar, attract leading venture capital funds and entrepreneurs to the region and help close the current funding gap for local and regional entrepreneurs.

The program, first announced in February 2024, will invest more than USD 1 billion in international and regional venture capital funds and will place a priority focus on the tech and healthcare sectors.

The Fund of Funds program has a dual investment mandate to achieve good financial performance and deliver a positive development impact on the Qatari venture capital ecosystem.

About Deerfield

Deerfield is a leader in the healthcare venture capital (VC) ecosystem, providing capital, expertise, and guidance to its portfolio companies. The firm’s investment focus aligns with QIA’s sector priorities, and it is set to bring a wealth of relevant experience to Qatar and the broader region.

Additionally, Deerfield will direct a healthcare startup accelerator program, through the Cure, in which a cohort of global and local entrepreneurs will work together to sharpen their understanding of business and financial modeling. The accelerator program will take place both virtually and on the ground in Doha and will culminate in a pitch competition where entrepreneurs will showcase their ideas to interested stakeholders.

Both firms are set to open their regional headquarters in Doha by mid-2025 and employ senior investment professionals on-the-ground, bringing a wealth of investment expertise and deep knowledge in the tech and healthcare sectors, and helping their portfolio companies grow and succeed in the long-term.​​
