SoftBank and Oracle Partner to Launch Sovereign Cloud in Japan

SoftBank Corp and Oracle are working together to launch a new sovereign cloud service in Japan. The service, called “Cloud PF Type A,” will be based on Oracle Alloy and operated by SoftBank in its data centers across the country.

SoftBank’s data centers are located in both eastern and western Japan to ensure strong network reliability and backup systems. The service will first launch in April 2026 at the eastern Japan data center, followed by the western Japan launch in October 2026.

“We are delighted to collaborate with Oracle to offer a cloud platform that addresses the high-security standards in our data centers,” said Hayato Sakurai, executive vice president, SoftBank Corp.

“By integrating advanced technologies such as generative AI and high-performance GPUs, we will continue to address the diverse needs of our customers, empowering them to innovate, stay competitive, and drive Japan’s digital transformation.”

Oracle Alloy is a cloud infrastructure platform that allows companies to create and run their own cloud services. It is built using Oracle’s hardware and cloud technology stack.

The platform is fully compatible with Oracle’s own cloud, giving both service providers and customers access to large-scale public cloud resources when needed.

“Oracle Alloy enables SoftBank to enhance its services by building and offering a new set of services based on the latest Oracle cloud, AI, and sovereign capabilities,” said Scott Twaddle, senior vice president, product and industries, Oracle Cloud Infrastructure. “We look forward to strengthening our collaboration with SoftBank and accelerating the digital transformation of organizations in Japan.”

Cloud PF Type A will also support GPU-based systems, making it suitable for high-speed computing and generative AI applications.

In 2024, Fujitsu and NTT Data also announced plans to build their own sovereign cloud services using Oracle Alloy in Japan.

Oracle already operates two major cloud regions in Japan — one in Tokyo (launched in 2019) and another in Osaka (launched in 2020). In April last year, Oracle announced a plan to invest over $8 billion in Japan over the next 10 years to meet the growing demand for cloud and AI infrastructure.

This investment will help Oracle expand its operations across Japan, support local engineering teams in meeting digital sovereignty needs and strengthen customer support in its Tokyo and Osaka cloud regions.
