VinEnergo and SunAsia Energy Partner to Develop Solar-on-Water Projects in the Philippines

VinEnergo, part of Vingroup's green energy ecosystem, and SunAsia Energy Inc., a leading solar energy company in the Philippines, have partnered to develop a series of large-scale renewable energy projects using the Solar on Stilts model. The projects are expected to generate more than USD 1.5 billion in lifetime revenue, create jobs, support infrastructure development, and improve the Philippines' energy security.
Between 2027 and 2028, VinEnergo and SunAsia Energy plan to launch three major solar power projects with a combined capacity of 422 MWp. The projects will be built in Macabebe, Pampanga (181 MWp), Sagay (126 MWp), and Silay (115 MWp) in Negros Occidental.
The partnership aims to provide clean and reliable electricity to the Philippines' national grid while helping the country improve energy security, cut carbon emissions, and support local economic growth. Once completed, the projects are expected to supply electricity to around 278,000 homes and reduce carbon emissions by more than 460,000 tons each year—the same environmental impact as planting about 21 million trees.
Over the next 18 months, VinEnergo and SunAsia Energy will work together on the engineering design and construction of the projects. This includes selecting engineering partners, technology providers, and contractors to install nearly 700,000 solar panels on pile-supported structures and build around 62 kilometers of new transmission lines across Negros and Pampanga.

The projects will use Solar on Stilts technology, where solar panels are installed on raised structures above water. This allows clean energy generation while the water below can still be used for fish farming and other aquaculture activities. The approach makes better use of land and water resources and supports sustainable development. It also reflects VinEnergo's Food-Energy-Water Nexus strategy, which focuses on using natural resources more efficiently while creating long-term benefits for local communities.
